Vietnamese authorities warned of more flash floods in the north of the country...Streets in the capital Hanoi remained submerged with up to 1 meter (yard) of water after torrential rains, described as the heaviest since 1984...

If you happen to have an ongoing project from a person from the above area who hasn't responded to you recently, you may want to consider being patient in the hopes that they may soon be able to regain internet access and resume work.

On the other hand, if the person doesn't respond for a considerable period of time, or you simply cannot continue waiting, then please place the project into arbiration for cancellation. If they do not respond to the arbitrator then it will be cancelled, and of course, they will not receive a poor rating.

Most parts of Pakistan are experiencing severe electricity rationing, and electricity is unavailable more often than not.

If you are a buyer working with a Pakistini, please contact them to initiate a dialog on whether and how the two of you wish to continue.
If you are a Pakistani coder

If you started your project before today (10/24/08 8:00:00 AM EST) and are forced to cancel your project, let Rent a Coder know. Funds will be returned to the buyer and no poor rating will be placed on your record.
If you start it after today, make sure to let the buyer know about the electricity situation so that their expectations are in synch with yours.
